LTC Thomas C. Flannigan
LTC Thomas C. Flannigan, professor of Military Science, was commissioned as a Second Lieutenant through Army ROTC at Norwich University, where he earned a Bachelor of Science in Physical Education. He holds a Master of Arts in Small Business Security Management from Webster’s University (2012). Upon commissioning LTC Flannigan attended the Basic Officer Leadership Course (BOLC) II at Fort Benning, Georgia, in October 2007. After completing BOLC II, LTC Flannigan moved on to the Military Police BOLC III at Fort Leonard Wood, Missouri with a completion date of February 8, 2008.
LTC Flannigan's assignments include Platoon Leader of 1st Platoon, 546th Military Police Company under the 385th Military Police Battalion in Fort Stewart, Georgia. Following his assignment with the 546th Military Police Company, he deployed with the 293rd Military Police Company, Kandahar City, Afghanistan as the Company Executive Officer ISO OEF. Upon returning from OEF, LTC Flannigan went to the 289th Military Police Company, 4 BN, 3rd INF Regiment (The Old Guard) as the Executive Officer. LTC Flannigan moved to HHC, 4 BN IN, 3rd INF Regiment (The Old Guard) as Assistant S3. In January of 2012 LTC Flannigan PCS'd to Fort Leonard Wood, Missouri to attend the MPCCC. Upon completing the MPCCC, LTC Flannigan was assigned to the 8th Theater Sustainment Command as the Antiterrorism Force Protection Officer for 11 months. LTC Flannigan assumed command of the 558 Military Police Company, 728th MP BN, Schofield Barrack, HI 18 OCT 13. LTC Flannigan served as a Test parachutist and Logistics Officer at Airborne Special Operations Test Directorate Fort Bragg, NC. LTC Flannigan while assigned to ABNSOTD attended the US Strategic Broadening Seminar at the Defence Academy of the United Kingdom. LTC Flannigan attended resident Command and General Staff Officers Course (CGSOC) at Fort Leavenworth KS. Following CGSOC he served at Joint Base Lewis McChord as the Installation Provost Marshal. LTC Flannigan transitions to the 504th MP BN, Operations Officer in July of 2020. LTC Flannigan moved to 42D MP BDE Executive Officer in April 2021. June of 2022 LTC Flannigan transitioned to Assist Executive Officer to the Provost Marshal General. LTC Flannigan served as the Military Police Operational Integrator in DAMO-FM, HQDA G-3/5/7.
LTC Flannigan completed the Resident Command and General Staff Officers Course, Military Police Officer Basics and Advanced Courses, the Antiterrorism Officer Basic and Advance Courses, and the US Army Airborne School, US Army Jump Master School. His awards consist of Bronze Star Medal, Meritorious Service Medal (1 OLC), Army Commendation Medal (3 OLC), Army Achievement Medal, National Defense Service Medal, Afghanistan Campaign Medal (2 CS), Global War on Terrorism Service Medal, Armed Forces Service Medal, Army Service Ribbon, NATO Medal (ISAF), and The Air Force Achievement Medal. Decorations include Army Staff Badge, US Army Master Parachutist Badge, Combat Action Badge, Latvian Parachutist Badge, and the German Proficiency Badge Gold.
Lieutenant Colonel Flannigan is married to COL(R) Scottie Roofe, MD with their two sons Blaine (16) and Gage (15) and daughter Willow Flannigan (11).
